According to statistical results gathered from the Taiwan Network Information Center (TWNIC), the internet population in Taiwan reached 17.98 million in 2013. Taiwan has the 3rd highest internet penetration rate in Asia, reaching 77.09%, surpassing neighboring countries like Singapore (75%) and Hong Kong (74.5%), only falling behind South Korea (82.5%) and Japan (79.5%). 

 

The rising trend of cybercrime in recent years has been obvious to all, and this phenomenon has remained steadily rampant. Ever since 2009, the Executive Yuan’s Technology Consultants Team has been holding inter-ministerial platform meetings (work meetings for projects in regards to Telecommunications Fraud Prevention and Internet Fraud Prevention). They have continued summoning the relevant ministries and experts in joining forces to combat against emerging telecommunications fraud and internet fraud, which has resulted in a slight decline; however, they have not been able to effectively suppress the overall incidence. Thus, it is still necessary to go through police and law enforcement forces to locate sneaky perpetrators, thereby eliminating crime by cutting them off from the source and effectively preventing crimes from happening. 

 

Advances in mobile technology, such as wireless internet and mobile internet, have allowed perpetrators to become more sophisticated in their use of technology and they have found even more ways to go against law enforcement. However, this advancement has also helped law enforcement officers to locate and identify perpetrators through what is called a “human search engine”. This mechanism is based on prolific public collaboration in gathering information for one single event or feature (e.g. a video or photo of the suspect or victim’s appearance or any special characteristics of the vehicle involved in the accident), which aids police officers in locating and identifying the target suspect or victim. Even though this tactic is slowly taking effect, there is still much room for improvement when it comes to internet intelligence search technology. Therefore, SolventoSOFT utilizes algorithmic technologies to enhance searching capabilities through our approach to customization, and embeds the investigative concept of intelligence collection into our data mining technology. We carry out projects for internet data collection and the corresponding data warehouse. At the same time, we will build a specialized analytical system to raise analysts’ capabilities when it comes to internet intelligence collection and big data processing.
