We are now in the fifth wave of IT innovation – the era of Big Data. The information explosion has profoundly changed the traditional business model, the role of the government and each person's lifestyle. The most classic example of a Big Data application is the Google search engine. Many enterprises and experts have discovered that by processing and analyzing the mass data gathered from keyword analysis, visitor click-streams and visitor traffic, they are able to understand consumer behavior and assess consumer preferences. They then set up marketing strategies, increase market shares, discover and reach new customers based on these findings. As a result, the Google search engine has demonstrated great commercial value.
At the same time, big data has also been applied to many areas such as healthcare, economic productivity, crime and security, even natural disasters. For example, the New Taipei City Police Department was the first to set up an intelligence integration center and integrate police data from various areas into a very large database (VLDB). In combination with this VLDB, they also utilized electronic mapping and visualized crime analysis techniques to establish the "Information Security Governance Strategic Information Services System" to analyze crime patterns.
