Taiwan joined WTO for four years, with WTO new negotiation session progressing, the negotiation impact on Taiwan becomes obvious every year, Bureau of Foreign Trade under Ministry of Economic Affairs planned to strengthen negotiations consultative capacity with original signatories and also reinforce economic and trade relations with these countries. Bureau of Foreign Trade planned to implement MicroStrategy for a fully integrated domestic and foreign-related information decision support system, so embassy office staffs are able to retrieve required information anytime to facilitate negotiations better, and to strive for the most-favored-nation treatment for Taiwan.
WTO has a significant impact on global trade and economic relations, foreign trade is always Taiwan's important income source, international trade rules are even small changed, but the impacts to whole might be broad and deep. Only little differences, the industry management structures will change greatly, and this will seriously impact industries future development. Taiwan made great effort to join WTO finally, after exposing high international visibility; Taiwan is currently facing harsh challenges and turns it into how to assist domestic industries for the best conditions in WTO, to set better trade rules for Taiwan's industrial development. Therefore, how to utilize effective decision-making analysis system to assist Taiwan in international organizations negotiations is a very important issue.
Bureau of Foreign Trade under Ministry of Economic Affairs was planning to implement business intelligence system to build negotiations decision-making system, that is to quick and real time integrate different sources of information and statistics to convert it into a concise decision-making analysis information and charts for decision makers. Negotiations are mostly confidential, so it should be very careful to collect related information for detailed preparations in order to be successful during negotiation process. So massive, diverse and real time data analysis is very possible happened just right before the negotiation starts, then system efficiency and speed are also very crucial to the WTO team; system implementation interface must be intuitive graphic interface for users to retrieve most precise information fast and clearly from complex information; the system itself must be able to connect customs declaration information tightly from domestic and foreign business, in order to gain cargo source countries, declaration prices and other related information.
